Preheat your oven to 425°F (220°C). Lightly grease a 9x13 inch baking dish or four individual oven-safe bowls (about 16 oz each). Arrange the frozen tater tots in a single layer in the baking dish or divide evenly among the bowls.
In a large skillet over medium-high heat, cook the ground sausage or beef until browned, about 5-7 minutes, breaking it up with a spoon. Add the diced onion and bell pepper, and cook for another 3-4 minutes until softened. Drain any excess grease. Stir in the garlic powder, smoked paprika, black pepper, and salt.
Spoon the cooked meat and vegetable mixture evenly over the tater tots. Sprinkle 1 cup of the shredded cheddar cheese over the top. If adding eggs, create four small wells in the mixture and crack an egg into each well.
Bake in the preheated oven for 20-25 minutes, or until the tater tots are golden brown and crispy, the cheese is melted and bubbly, and the eggs (if using) are cooked to your liking. In the last 2-3 minutes, sprinkle the remaining 1/2 cup of cheese over the top and return to the oven until melted.
Remove from the oven and let cool for 2-3 minutes. Garnish with chopped fresh parsley and chives. Serve immediately in the baking dish or individual bowls, with sour cream or Greek yogurt and salsa or hot sauce on the side.
